White Spots On Legs

I have white spots on both of the lower portions of my shins. I have no idea what they are. They go away when I rub them, then they come right back after the rubbing. My mother says it might be because of bad circulation, but I don’t trust her at all when it comes to health advice. She’s screwed me over by following her advice a couple of times. I’m just wondering if the white patches on my legs is something I should worry about and if anyone has any ideas about them. I also have PCOS, if that contributes to anything this.

Vitiligo possibly? Do those spots get tanned as other skin?

I thought it was vitiligo too, but the spots return to my skin color when I rub them. It doesn’t look like that the skin of the spots itself are lighter. It looks like something underneath the skin is what’s creating the white spots.

So i rubbed white spot on my shoulder (it is small and it is vitiligo and i had it as long as i remember myself) and it did get pink (that would be skin color i guess but I'm tanned).
My guess that yours is pigmentation issue not lack of blood supply.
