if you take a 60 watt desk lamp and buy a socket that 300 watt to fit a 300 watt bulb without fire risks. Do you need to rewire the 60 watt desk lamp too to handle the 300 watt bulb?

I do not think it is safe to put a 300 Watt bulb in a lamp/holder that is only rated for 60 Watts.
A 300 Watt bulb will produce much more heat, and may melt some components. Whether there are also other electrical risks I don't know.
