Health Natura Caffeine and Aspirin Water Solubility?

Bought USP caffeine and aspirin powder from health natura a few months back. Wanted to use in topical, but didn't try out until now. Neither are dissolving in water, not even with a little bit of heat. Didnt try a lot of heat. But any guesses as to why or how to get it to dissolve. Im not stupid am I, both are water soluble. Wondering if maybe not pure? I dont know, any thoughts are appreciated

Put the aspirin powder in a glass then poor some boiling water over. Then add 1/4 teaspoon baking soda to the glass and poor the rest of the boiling water over (and stir). It dissolves for me every time.

Caffeine seems to dissolve better with a little bit of alcohol.
