Find 20% alcohol ethanol?

I want to make my own solution for hair health, and I wanted to emulate Solban's 20% alcohol ethanol.
But I don't see 20% alcohol ethanol on amazon or anywhere.
Does anyone know where one could buy this?

Buy vodka and dilute it with more water.

Thanks. Turns out I have some 100 proof vodka (for making a solution of T3 from tyronene).
