exactly right. The beak is a plague doctor mask, worn to protect them from the bubonic plague. They were stuffed with scented herbs believing the miasma theory of disease.
They of course did nothing to protect the wearer, as is the statement being made by this person.

I have my doubts because this was really very early on in the 1st days of lockdown and not so easy to find conventional masks that were required to get in anywhere

I don't know how popular this getup is at medieval fairs, as I've never seen one there.
However these beaks are very popular in the steampunk genre.
I'm familiar with their use in mocking covid mask requirements, because a friend of mine was wearing his as early as summer 2020.
The person in the picture is also black hooded like a plague doctor would be.
