Much of Peat's writing suggests that he thinks CO2 helps the body to better utilize oxygen:

http://raypeat.com/articles/articles/co2.shtml

He gives examples of how people at higher altitude are able to continue aerobic metabolism with oxygen in spite of lower oxygen concentrations in the air. Apparently the body accumulates more CO2 and this improves oxygen utilization.

In Peat's view, what happens when the body is broken and is relying on anaerobic metabolism / glycolysis for most of its energy needs. Would putting more oxygen into the cell not work because there is no CO2 waiting there to help utilize it? There are strategies for increasing oxygen inside the cell, such as taking hydrogen peroxide drops in water.

In Peat's view, how do you restart aerobic metabolism when it is broken?

I bumped an article that might help answer your question. It Promoters of efficient vs. inefficient metabolism.

Thyroid, pregnenolone, red light, niacinamide, nutrient dense foods, enough calories, addition of fat-soluble vitamins.

Anyway the above things all have to own properties (for example niacinamide inhibits free fatty acids release). Thyroid and red light for example increase the activity of cytochrome c oxidase which is very important for reducing ROS formation and increasing the ATP production. Thus help the electron flow and the whole krebbs cyclus work better.

Hydrogenperoxide is something that can not be directly controlled and likely induces by lipid peroxidation. And doubt it will do anything with cytochrome oxidase c, maybe even leading to damage to this protein complex?
