Yes to both, although I would qualify my answer to the second question.
Extreme evil isn't race-based, although the belief in the evil precepts of the book of Talmud disposes one to be. Since that belief is held by Jewry who believe in their high priests, and requires a tight knit circle, a brotherhood if you will, it is almost impossible to have a non-Jew in that circle to uphold their secrecy, over generations, and over time.
But, as with the devil, who offered Christ fame and fortune and riches, who rejected them, there are many non-Jews who would cooperate in the evil of the Talmud when offered a deal with the devil. These are to me Talmudists as well, but second class only to the Talmudist Jews.
