Typically with the assumption that it's bad. The gwern article cites a study purporting that ambient CO2 decreases mental performance on several scales (but raises it on one).

Increasing CO2 concentrations beyond a certain level will have a sedative effect. But to say that is bad is like saying GABA being sedative is bad. Both are strongly protective and the ability to relax is indicative of good energy production. If a person is in situation requiring focus and strong mental performance, clearly raising CO2 or GABA levels beyond a certain point would be counterproductive (even though it would still be healthy). However, cognitive abilities AFTER a session of increased CO2 (e.g. bag breathing) or GABA would be much higher than baseline due to improved brain oxygenation, higher OXPHOS, lower lactate/serotonin/FFA/etc. Older studies found improved performance for up to 24 hours after increased brain GABA/CO2 levels.
As an example, methylene blue is a known nootropic even among the mainstream biohacking crowd, and its main effects in the brain are lowering lactate and raising CO2.
