In one sense, the current President really shouldn't take all (or even most of) the blame for these issues, they have literally been building for over a century at this point (starting with the Federal Reserve Act, if not earlier). When the "Financial Crisis" hit in 2008, none of those issues were ever solved. They were just kicked down the road.

Having said that, it's clear some of Biden's actions (or attempted actions) have made put even more restrictions on the true economy (real world movement of real things), with his attempts at a Vax mandate, and shutting down the keystone pipeline.

And in a grander picture, he should take a lot of blame. He himself said he was in the Senate 180 years. Obvious dementia aside, he was in the Federal Government for much of the past half a century, with about 40 years in the Senate, and 8 years as VP. Plus, Biden's treatment of Clarence Thomas during his Supreme Court nomination was disgraceful. If that doesn't prove Biden is racist, seriously nothing does (Thomas, meanwhile, has quietly been one of the best Supreme Court Justices in history). He IS full on swamp. So, since whoever sat in that office was going to get serious blame, it's somewhat fitting that an Establishment Swamp Monster just so happened to be in there at this time.

I doubt it. It's not a single rumor. There are many accusations against many rich, famous, and powerful people. Not every one is true, but not every one is false, either. You really would have to judge each case/accusation on it's own merits.
