Nose and face pain from cold air?

My father cant stand the New England winter and fall due to his sinus issues.

Any time he breathes cold air (under 65deg) he starts to get serious sinus pain. And if I look into his nose with a flashlight the inside is extremely red with this white coating. I don't have the same issue and my nose looks perfectly fine in the cold. I actually much prefer the cold but if I so much as turn on the AC he gets pain in the nose and forehead he alleviates with a hot compress. It almost looks like an infections except it only causes pain or discomfort if the air is even slightly cold.

Does anyone know what could be causing this or what he could do? He seems otherwise very healthy for his age but this has bothered him since his late 30s(prior to that he loved it freezing cold).

I am wondering if swabbing the inside of his nose with coconut oil might protect his sensitive tissues. It would also kill unwanted bacteria as well.
