Serotonin promotes nitric oxide, which in small amounts could probably help by improving blood flow and stimulating angiogenesis.

Not a perfect solution but a possible one.

If serotonin transporter is high then it means the body sees no need to prolong serotonin exposure. Exactly the result that is expected.

"lower levels of the serotonin transporter" probably means more extracellular serotonin. Transporters cycle all the time though and are expressed and recycled, and they are regulated by phosphorylation too, so it may be possible to regulate their speed that way too.
