The US government will pay the companies $1.95 billion upon the receipt of the first 100 million doses the covid vaccine. That works out to be $19.5 per jab (math here). Delivery is expected to be in December and it will be a two jab course of treatment.

One might expect that the US would negotiate the best deal (on the planet). However, big pharma donates to the election campaigns of both the Democrats and the Republicans (that way everyone is beholden to them).

For clarity's sake, this does not mean states are incentivized because they will get these amounts per new case. This was the amount each state received divided by the cases at the time of writing. The funding is based on annual Medicare costs in the state, not on covid cases.

For the pharmaceutical companies?

The negotiators are ostensibly working on behalf of the American public. However, the pharmaceutical industry is flush with money and there are many more pharmaceutical lobbyist than there are congressmen (and congresswomen). In addition, there are future elections that will need to be financed. Congress is said to hold the purse strings of the US. It is no wonder the logic behind US financial decisions are so hard to unravel.
