The German government fears that Russia is using the Nord Stream 1 gas pipeline maintenance situation to completely cut off gas supplies, which will increase the risk of a winter energy crisis.

Karsten Rolle from the German business confederation BDI said that earlier during the repair, the deficit was filled by sending gas through Ukraine or Poland.

"But there are fears that they won't do it this year. They have already reduced flows through NS1 by 60 percent and have not compensated for this by increasing flows through other pipelines," he said.

The head of the Zukunft Gas trade organization, Timm Köhler, considers the behavior of the Russians in this case a "hostile act."

Markus Krebber, chief executive of German energy company RWE, said the decision was "political".
