This is what he actually said 30 years ago in reference to a peace-keeping mission in South Ossetia:

"At the time, I am certain, especially among my generation, we were absolutely convinced that all of this was temporary, that our nation would once again be great and powerful, that the Soviet Union would return, and that no one would leave—everyone would live in peace and harmony," Shoigu said (Italics added by Newsweek for emphasis).

The Ministry of Defense declared the direct responsibility of the White House for the attack in Yelenovka

The administration of US President Joe Biden is directly responsible for the attack on the pre-trial detention center in Yelenovka in the Donetsk People's Republic (DPR).

I think it was done by NATO. I have read that NATO operatives are onsite relaying targeting info to the HIMARS operators. UAF may not have known what they were firing at.
