Why is finasteride more effective than progesterone?

All threads here regarding finasteride focus on the sides and people discouraging its use.
But what I'm curious is what it makes it effective?

It works for a lot of people with plenty of before and after photos, meanwhile nobody I've ever seen has cracked the progesterone code and actually made it work for regrowth.
Side effects aside, what make finasteride more effective strictly in hair growth perspective?

Ray Peat believes that it works by somehow shaking up the system, like creating an early false puberty, you can bring some parts of the system into function in isolation. But I guess a better answer is, no one really knows for sure.

I'm curious though, when you say it helps, what do you mean by this? Most of the data I've seen shows that after 5 years of use, the average finasteride user can expect around a 10% improvement in their hair loss condition. Doesn't really seem like helping
