The purpose of these regulatory agencies is to enrich the regulated industry by imposing very high barriers to entry.

Not to mention, the laws creating these agencies passed by congress (aka greedy psychopaths) provide endless bribery opportunities for elected officials at all levels.

Not to mention the fact that the regulated industry houses ALL the experts in the field so the regulated industry has total control of the regulated industry no matter who the temporary "employer" of the expert happen to be.

It's a built-in circle jerk, but there really is no other option.

It is always baffles me that we even have these regulatory agencies if they just do not do their job!

We don't really. These agencies have fallen to regulatory capture decades ago. A few good people within but the institutions themselves are rotten to the core, with a revolving door of people leaving and going to work in the very same industry that had just been regulating. The entire system would need to collapse for this situation to change.
