WHO releases guidance on digital vaccination status for COVID-19

I looked into the WHO documents, but I didn't see anything suggesting that they will use a blockchain-based system.
They intend to use a public key infrastructure (either an existing one or a PKI built specifically for covid), but that's "old" technology, not related to blockchains or similar flashy buzzword technologies.
