it depends on your body , in my opinion it must be heavy enough that you cant do more than 20 reps for example. or a bit heavier...

I'm thinking of getting 10 kg dumbbells at most.

Maybe I should aim at something heavier, but I remember when doing push-ups a few years ago it would trigger hair loss. I don't want to go too hard.

a pair of 45s and supplement w/ a pair of 20s. Good workouts to be had when you incorporate those and some bodyweight stuff to go w/ it.

+1 for adjustable plates. You can buy heavier plates when you get stronger and also adjust the weights depending on what exercise you are doing. For example 15kg for shoulder presses and 10kg for biceps curls.
