Bill Gates said it weeks ago: Something along the lines, it would take years before we could get back to normal. And then it would take maybe 10 years do undo all the damage done. The head of the German CDC also said that we would need to carry on with the masks and all the jazz even after a vaccine has been rolled out. Now we have it again from a WHO guy:

I think all of these public statements are just attempts to define a scapegoat for the financial system crash that actually started happening as early as September 2019. COVID-19 was a cover for another bailout but unlike the 2008 crisis this time the public did not complain/riot. And since the bailout/stimulus did not do much to re-start the economic growth, they are telling us through euphemisms that basically there will be a recession for the next 10 years. Gates and all the political lackeys are simply setting the narrative for blaming the virus for all the economic/financial ills for the next 10 years. Bank fees on the rise? It's due to COVID-19. Insurance claims denied? It's due to COVID-19. Evicted from house? It's due to COVID-19. Fired from your job? It's due to COVID-19. Retirement benefits slashed? It's due to COVID-19. Drastically reduced staff/resources at public schools? It's due to COVID-19. Non-existent economic growth and mass poverty on the horizon? It's due to COVID-19. And on, and on it goes.
I've already seen all of these topics discussed on TV and the COVID-19 excuse used by bigwigs for all of those issues we are facing. I think the elite is realizing that the "Great Reset" won't exactly turn out as planned, and are now changing the topic/target in light of the financial fiasco that awaits in the aftermath of all the destructive activity due to lockdowns/restrictions.

On the one hand they say today that all these covid measures will continue for a long time, but in a few weeks or months they will blame it on the unvaccinated. The propaganda has already started. Let's wait and see how many will get the vaccine.

Your correct, the narrative is to temper the growing resentment to the ruling class, this is why the media focus on identity politics like transgender, race etc, basically any topic that doesn’t question the financial system and bailouts.

The reality underlying it is the elite via tech companies are more powerful and wealthier than ever even after "the covid crash", it’s not just financial but their cultural influence is bigger than governments and NGO’s, the tech companies like google create the narrative that triggers the lower social classes and the governments respond to said narratives.
Whats been created is a 2 class system, those at the bottom will suffer but those at the top profit regardless, many believe profit at the top is not compatible with folks at the bottom being deprived but this new system can maintain this dynamic, if you look at the profits of the top tech companies they have more wealth than countries, the central banks can create money out of thin air and pass a UBI to the lower social classes to temper the rage, the money is then spent on consumerist crap at said tech companies amplifying their wealth and power.
With a UBI in place it makes sense that tech companies keep pushing low skilled immigration to keep the human capital ponzi scheme ongoing.
A populace with above average general intelligence is not conducive to said ponzi scheme.

A true revolt at this point needs to target big tech, forget NGO’s and governments, they are no longer the piper, amplifying identity politics and splintering groups is easily done via internet bubbles of information rendering revolts difficult to organize, just one example of how splintering groups into many factions works is by looking at the multitude of feminist movements that have taken hold, the main feminist movement pumped by the liberal globalists at the moment is the one that benefits men more than women, fighting patriarchy by giving men easy access to casual no strings attached sex......
