Why does Ray Peat suggest tropical fruit but not non-tropical fruit?

Maybe because you can get them all year round?

I think it might have something to do with fibre, in that they have less irritating fibre for the gut), e.g., in oranges you get cellulose (non-digestible fibre, non-tropical fruit), in apples and pears you get high pectin, berries have lignans and seeds, etc. Compare those to custard apple, papaya, guava.
Although, mangos and pineapples are tropical right? And they aren't ideal ... so ... I'm not sure.

I think they are more sugary/juicy in general, with less fibers, starch, pectin, etc.
