If this is even working, can Levothyroxine tablets be crushed and put on scalp?

Probably, as long as the vehicle and dosage were correct.

Do you have any idea about the dosage? the least i can get is 25 mcg and divide them into halves.

Maybe a similar dose to tiromix (6 mcg t4 and 3 mcg t3) or even lower depending on the area to be treated. I don't think it's good to use supraphysiological doses. 12 mcg evenly distributed can be fine.
