A cost-free preschool – and which is obligatory from the age of two. This is what a representative of the social democrats is writing in a proposal to the riksdag.

One voice of criticism is the mother Madeleine Lidman who has started a petition.

– This made parents boil over. Some are on the verge of tears.


Preschool duty from the age of two. This is what it says in a proposal that eleven social democrat members of the riksdag have brought forth. They're saying that the foundation of life is made in elementary school, and that children who go to preschool perform better later in life.

"We should consider if not all children should have equal rights to preschool no matter the condition of the caretakers on the labor market. For many children preschool is also the place where you actually meet other people, or where you get away from destructive family relations. The preschool staff can be those who notice and call alarm when children are at risk.", write the eleven social democratic politicians in a proposal to the riksdag.

Other than all children getting the same possibilities the proposal is also meant to contribute to more equal society, they claim.
"Women still stand for most of the unpaid home labor, have more sick childcare days off and take out more of the parental insurance. Childcare is a key to allowing more women to get out on the labor market and get the economic safety required for liberation".

Critical voices have been raised on social media. Some mean that obligatory preschool from the age of two would only lead to a bigger load on an already strained preschool. Other mean that with the proposal they are removing the right to decide what is best for your own children.

Someone critical to the proposal is the mother Madeleine Lidman, replacement on the school board for The Moderates in Solna commune and founder of Home Parenting Network, which already last november started a petition when voices were raised over introducting obligatory preschool from the age of three. This spring 5000 people had signed against the proposal. Now, with the new proposal, she has collected around 15000 signatures.

–This made parents boil over. They're despaired and upset, some on the verge of tears. This proposal isn't popular, they're missing everything small children needs.

Madeleine is of the opinion that the proposal would mean that parents for example can't have the children for a cozy day at home, or to go on vacation – since schooling is now compulsory. Children also function differently, for the children with neuropsychiatric disabilities such as ADHD or Asperger it could be devastating to put them in preschool too early.


– It would make it harder for the parents to adapt to their unique child. You have to have a view that starts from the child, you're not doing that if you remove the parents the possibility to choose.

According to those behind the proposal this would give all children the same possibilities, what do you have to say about that?

– What possibilities? Parents know what's best for their own child. If a family has problems they should be getting support in a different way.

"Misinterpreted the proposal"
Anna Wallentheim (S), is one of the people beind the proposal. According to her it is misinterpreted and she means the focus has been misplaced.

–For us it wasn't about making preschool obligatory for all two year olds. The essence of the proposal is to reach these children who aren't in preschool.

According to her, there needs to be an investigation into why some children aren't in preschool, because the fact is that a majority of the children start preschool at an early age. Of those who start later many parents are of a foreign background and some are worse off.

– Preschool is good for the development of language and makes it so that children come into contact with a different environment and other adults. We have to focus on how we increase equality already in the preschool ages.

She also means that you could look at the situation within preschool, no matter what change is made – as a reply to the criticism that the situation within preschool already is strained.

So, what kind of impact does being forcefully separated from the parent at this age actually have on the child? I imagine any kind of emotional stress like this isn't good for their future development.
