I've not seen him propose a starch: fruit ratio.
For people with serious gut dysbiosis, he has suggested some people do better avoiding starch altogether, but he doesn't do that himself.
He has pointed to some issues with starch.
He's a bit skeptical of the standard GI index measurements - says they vary too much by context.
Where did you get the idea Peat eats table sugar? My impression is that he might occasionally as a stop-gap in the absence of more nutritious food, like good fruit, milk, etc.
In general, he promotes learning and observing and thinking and acting accordingly.
