Sweden is quite unique in it's skepticism towards pacts with other countries. It's reluctance to follow the herd on many issues has served it well in the past. I fully expect that to be the case with the corona virus, too.
Perhaps you confuse Switzerland for Sweden.
Sweden is not just all-aboard, but leading the pack in some respects regarding oikophobia, immigration, EU federalism, globalism, feminism (for adults), gender fluidity (primarily for male children), and just about every other mainstream policy.
When I heard Sweden was not part of the herd this time, I genuinely raised my left brow.
