Used for exfoliation am I correct?

Yes, it appears to promote growth by slightly damaging the skin causing it to exfoliate, which allows new skin to grow in. This is the same mechanism that tretinoin and other vitamin-a derivatives are used to help hair regrow.

I'm surprised exfoliation would get deep enough for that.

As I look around I'm seeing conflicting information related to lactate and lactic acid.
