NDT With Low Blood Pressure (hypotension)

My mum has low blood pressure which she is not on any meds for. She has not started taking NDT yet or ANY thyroid hormone, but im just wondering what her options are? She is hypothyroid but to my knowledge cant start with NDT because of the blood pressure being too low. I remember reading this from Broda Barnes

Will she definitely have to take blood pressure meds before starting ndt? anyone that is familiar with this have any idea? She went undiagnosed hypothyroid for a long time so we think the low blood pressure is caused by thyroid deficiency. Which direction to go ?
