I don't think it's crazy. The USA has a history of using animals in war, including dolphins.

I am not even sure why it would be considered crazy. The US military (among many others) has entire institutes/facilities dedicated to training animals for military purposes. Dolphins to detect and report on enemy subs, discover mines (and potentially deactivate them, suicidally). Seals to do pretty much the same things that dolphins can but also to hunt down enemy frogmen (which dolphins seemingly refuse to do). Birds and squirrels to spy beyond enemy lines and potentially deliver poison/weapon into enemy territory.

Insects with biological agents were dropped on North Korea and the bordering regions of China during the Korean war. That caused a lot of illness and death.
