LLLT can mean either low-level laser therapy or low-level light therapy, but usually indicates laser. Whether you're using lasers or some other form of light emission (LED,) what matters is the power density.

Laser light is typically higher power and more concentrated, but not always. Lasers can also have a property called coherence, which means that the light generated arrives at the same point in time across the beam.

For hair loss I think the most studied wavelength is around 630nm. In this range there are some very good LED arrays that offer very good coverage at medium power density, which is good for the scalp. I do not think lasers are necessary.
