A friend of mine wants to import T base. Does shipping to UK (via Skypax for example) still work after Brexit? If not, are there alternative countries where a forwarding service still works?

All bets are off, sorry. Not to say it won't work, but all kinds of legal goods are having problems. Worth a try, but risk of seizure is increased. Small amounts, always best.

ive heard shipping to netherlands is also very relaxed but im not sure if theres any forwading companies there

I would actually say that now is the best time to ship ill-legal goods to Europe, if you want to do such thing.
