It is possible. Mine is halfway there for ages, but here are some pictures:
You need an aluminum heatsink to dissipate heat. LEDs (I used 36 3W leds in the picture with different wavelengths: 620, 670, 760 and 810 or so, been some time ago). Solder. Wires. LED driver. Switch. Power plug. A bunch of 30 degree angle lenses. Heat conducting silicon glue. And in my case I included a fan and needed an adapter. On Ebay or so it's all a few bucks; IR leds cost most.
Edit: wavelengths are correct now. It takes about a day or so to fit everything together if you have figured out how. For those not familiar with soldering things and electronics: I wasn't either, but it works as you can see.
