Horse Has A Weird Rash (hairloss) On The Fetter Joint

My Girlfriends Horse has had a weird skin irritation /rash on 3 fetter joints it makes the hair at that spot fall off. We're thinking it might be a virus or bacteria. Is it OK to try to put Methylene Blue on the spot or wash it with Aspirin?
