Oh no, she definitely doesn't paint those responsible as innocent. She exposes the convenient alliances that shut down those opposed to fluoride and promoted the pro-fluoride elite. Fluoride is a by product of the manufacturing industry... Literally it is an air pollutant and the polluters found a way to convince everyone that the by product they couldn't seem to dispose of properly should now be disposed INTO OUR WATER SYSTEMS.
I'd have to re-read for more specifics (and I plan to soon) but I just know the evidence she presents is pretty staggering.
