Would it be ok to take a dopamine agonist like pramipexole with a seratonin antagonist like cyproheptadine?

Prami doesn't look good mid-long term, it tends to desensitize receptors.

"Additionally, desensitization of D2 receptors with chronic pramipexole administration may enhance 5-HT1A receptor function in the dorsal raphe. Enhancement of 5-HT1A receptor activity allows 5-HT neurons to fire at a supraphysiological rate."

I think its better to look for "cleaner" 5-HT1 antagonist than cypro combined with a selective mild MAO-B inhibitor like rasagiline.
