Chlorine dioxide from pulp mill

I have been wondering if pollution from the pulp mill in my area could be causing me some allergy like problems. Lately, even though I have been eating pretty low histamine foods, and even though pollen counts have been low, I have been having an irritated nose and my skin starts stinging and itching from any sort of abrasion. I read that pulp mills such as the one in our area release chlorine dioxide, and this particular pulp mill is listed by Greenpeace as one that pollutes and could have an accident.
