The Church was infiltrated by modernists many years ago so the messaging we're seeing come out of the Papacy is no surprise.

I don't believe St. Peter ever used the term Vicarius Filii Dei, perhaps you're thinking of “Vicarius Christi”, Vicar of Christ, which is a term used officially by the Church to refer to the Pope. Constantine existed hundreds of years after St. Peter, so if anything, this was a term used by Constantine and not St. Peter. Beyond that, many consider "Donatio Constantini" to be a forgery.

I'll admit that I haven't studied this topic in detail, but this seems like another tool used by the enemies of the Church to turn people away from Catholicism.
