It might help but it's unlikely to fix it if it doesn't fix the root cause, such as a nutrient deficiency.

But if the reason for Hypothyroidism is a leaky/inflamed gut, BPC-157 (that seems to be known for improving/fixing gut issues) could fix the thyroid?

Potentially yes, but what is causing the inflammation. A pathogenic bacterial overgrowth? Then it will not help much until that's addressed.
