A quote that stuck out to me from: New Page Title Here

"Drugs that block the stimulating effects of acetylcholine (the anticholinergics) as well as chemicals that mimic the effects of acetylcholine, such as the organophosphate insecticides, can impair the ability to think and learn."

Isn't cyproheptadine an anticholinergic? Is Peat implying it would impair thinking/learning?

That sentence doesn't seem right. I think he means the effects of aceyltcholine impair the ability to think and learn, not that both drugs that block acetylcholine and chemicals that mimic it do so. He is definitely in favor of small doses of cyproheptadine.
