Good question, but I do not have a solid answer. Coincidently, the govenor of NY is doing basically the same thing. For NY, many think that it is about elections in November. For Austrialia, they are going into summer so it makes sense to loosen the controls. In the beginning of the mess, I was told that it is important for our oppessors to keep giving us hope so that the masses to not revolt. It may be just part of keeping people hopeful so that they will continue to wait and see how things turn out.
