Yes. When I was in late primary-late secondary education i developed something that I guess would be called an anxiety disorder, and it was at around this time that I went from being just a small but relatively athletic kid to getting winded by everything. Perception of effort doing a given cardio exercise definitely increases with life stress which is why the fastest sprints I've ever done were drunkish and not really giving a ****. If you've seen Tibetan monks running across cold mountains and the like I've always suspected that at least part of their ability to do this is lack of stress both in their daily lives and in response to this particular stressor by acclimation
